Public meeting planned to discuss Ronan airport

In 2005, the Montana Legislature approved the Airport Compatibility Act under Title 67, Chapter 7, Montana Code Annotated. Pursuant to the ACA, local governing bodies that own or control an airport included in the National Plan of Integrated Airport Systems, or a joint board established pursuant to 67-7-202, MCA, were to designate an Airport Affected Area by April 19, 2006, concurrently adopt regulations for the AAA that comply with 67-7-203, MCA, and administer and enforce the adopted regulations.

The Ronan Airport northeast of Ronan is included in the NPIAS. Since passage of the ACA, the Lake County Joint Airport Board, in conjunction with their consultant, Stelling Engineers, the Lake County Planning Department and Ronan Planning Department have worked to identify a proposed AAA and draft land use regulations to comply with the ACA. On Wednesday, Aug. 15, at 7 p.m., the Lake County Planning Board will hold a public meeting in the large conference room of the Lake County Courthouse to discuss the proposed Airport Affected Area and Regulations.

The purposes of the AAA regulations are to: 1) promote the public health, safety, and general welfare of users of the Ronan Airport and the occupants of land in its vicinity; 2) protect the real property interests of users of the Ronan Airport and the occupants of land in its vicinity; and 3) protect the public investment in and the utility of the Ronan Airport.

The proposed Ronan AAA is located partially within the jurisdictional area of Lake County and partially within the jurisdictional area of the City of Ronan City, and is more specifically described as follows:

An area wholly encompassing: Sections 11, 12, 13, 14, 22, 23, 24, 25, 26, 35, and 36 of Township 21 North, Range 20 West; partially encompassing Sections 1, 2, 3, 10, 15, 16, 21, 27, 28, and 34 of T21N, R20W; wholly encompassing Sections 7, 17, 18, 19, 20, 29, 30, and 31 of T21N, R19W; partially encompassing Sections 5, 6, 8, 9, 16, 21, 28, and 32 of T21N, R19W; partially encompassing Section 6 of T20N, R19W; and partially encompassing Sections 1, 2, and 3 of T20N, R20W.

MCA 67-7-208 prescribes that in adopting AAA regulations, the governing body may request the assistance of existing planning boards. The planning board will hold this public meeting for informational purposes, and will accept public comment. The public comment will then be forwarded to the Lake County Commissioners and Ronan City Council, who will hold at least one public hearing on the proposed regulations at a later date.
