City seeks ‘design/build’ contractors for trail, pier

POLSON — Polson City Commissioners unanimously approved Resolution No. 1042, an alternative project delivery method of contractor selection for the Riverside Park to Salish Point walkway and the West Pier replacement. 

Polson Redevelopment Agency President Ken Avison and Polson City Engineer Shari Johnson said instead of the more traditional “design/bid/build” process, and to expedite the process since the demolition of the old city docks needs to be done before Flathead Lake’s waters rise, they are going with a “design/build” process. Contractors who are interested in the project will fill out a packet, describing the project, with a time line, conceptual drawings, references and qualifications. M&K consulting will select qualified candidates to put together a project scope for M&K to review.

Then the contractors will be back in front of the commissioners to approve and pass the bond resolution. 

Polson City Treasurer Bonnie Manicke reported that she and City Clerk Cindy Dooley have transferred all the city’s financial data to Black Mountain software.

Also approved unanimously was Resolution No. 1041, for Polson Bay Golf Course bonds for $400,000 at 2.1 percent to close on April 1 for a four-year term.

Mayor Pat DeVries asked for commissioner input on the city manager search committee. A motion was proposed and passed to select five people from the letter of interest. 

At the next city commission meeting, commissioners will each receive a paper ballot and write down their top five candidates; then the votes will be tallied and the committee selected.  

Letters of interest have been received from Gino Caselli, Mary Frances Caselli, Peter Daniels, Dooley,  Steven N. Eschenbacer, Melita Fonda, Sharon Fulton, Wilma Mixon Hall, John K. Hane, Ruth E. Hodges, George Mahoney, Tony Porrazzo and Judy Preston.

In other business, Johnson, Porrazzo and Dooley presented preliminary information on the wastewater (sewer ) plant. During city manager comments, Polson City Manager Todd Crossett reported the golf course restaurant is interviewing for staff. 

He also said Polson Heart and Soul is about halfway through its community gatherings, and the Skyview project will begin soon.

The next Polson City Commission meeting will be held April 1 at 7 p.m. at City Hall.
