Early childhood math intervention signed into law

HELENA — Recently legislation brought by Montana Democrats to help young students stay on track for math proficiency was signed into law. Sponsored by educator and House Minority Whip Rep. Melissa Romano (D-Helena) and backed by lawmakers from both parties, HB 338 will offer Montana parents the choice to enroll their children in classroom-based, home-based, or summer school classes to prepare them for grade-level math instruction. 

In 2023, the Early Literacy Targeted Intervention Act began offering early literacy intervention classes to prepare kids for reading proficiency by third grade. Students falling behind grade proficiency may be identified by their teacher as a candidate for early intervention. Parents may then choose to enroll their child in an early intervention class. HB 338 adds math instruction to the existing literacy model.

“By tackling literacy and numeracy challenges early, we position our students for success,” said Rep. Romano. “By the time children enter kindergarten, there are various factors that can prevent them from reading or counting proficiently, which compound throughout their early life. Providing early and effective numeracy education helps bridge these gaps and keep kids on track for the rest of their education.”

HB 338 passed the legislature with sweeping support from both parties, unanimously through the House in February and 32-16 through the Senate early April.
