Stop sign needed at busy intersection

With the new work of stop signs in Polson to protect the school kids, I question why there is not a sign on Seventh Avenue West and Second Street West to protect them?
This is a main turn to three different schools and the kids from the below streets must cross there to go to school. Older kids with cars are going as fast as they can around this corner to go to the high school and the people driving behind them are going just as fast because of the traffic flow leaving the kids crossing the street to fend for themselves. I have watched many close calls there.
I know they say it is a highway there and not a city street but should someone not put up a stop sign to protect these kids?
